NATIONAL CONGRESS OF UKRAINIANS OF MOLDOVA

The National Congress of Ukrainians of Moldova (NCUM) is a nongovernmental, nonprofit civil society organization that represents Moldova’s Ukrainian community, including refugees from Ukraine, ensures their rights protection, and facilitates their social and economic inclusion into Moldovan society.

Protection of Community Rights

The implementation of temporary protection status for Ukrainian refugees in Moldova was a key step in ensuring their legal protection. Prior to the war in Ukraine, such a mechanism was never implemented in Moldova. NCUM’s advocacy included consultations with President Ms. Maia Sandu, collaboration with Government authorities, and advocacy in RCF to implement this status at the legislative level. An awareness campaign was conducted to inform refugees, organized in partnership with national organizations. As a result of these efforts, by October 2024, over 60,611 refugees had received temporary protection, compared to 146 in March 2023, according to the General Inspectorate for Migration.
To support the education in native language, NCUM’s advocacy has led to: Restoration of the Taras Shevchenko Gymnasium. Opening of the first educational children's center "Dyvosvit." Launching of the first Ukrainian program at the Taras Shevchenko Gymnasium. Provision of textbooks from Ukraine for teaching in the first Ukrainian classes. Exemption from mandatory exams on the history, culture, and traditions of the Russian people for Ukrainian refugee children. Launching Ukrainian programs in 4 schools in the North of Moldova.
Supporting UNHCR advocacy efforts to ensure access to banking services for Ukrainian refugees through: Conducting a survey among 200 Ukrainian refugees and participating in a round table with representatives from the Ministry of Finance of Moldova, the World Bank, IFC, and MAIB. As a result of the advocacy efforts, in early August 2024, MAIB, one of the largest banks in Moldova, announced significant simplifications to the account opening process for Ukrainian refugees.
Protection of local Ukrainians' rights through support for local
public authorities includes: Conducting a needs assessment among Mayors of Ukrainian-populated areas of Moldova. Establishing a Council of Mayors of Ukrainian Villages under NCUM Fascilitating partnerships with mayors of territorial communities in the Chernivtsi region of Ukraine and northern regions of Moldova.

Big Heart Exhibition

The "BIG HEART" event, commemorating the anniversary of Russia’s full-scale invasion of Ukraine, is dedicated to supporting Ukrainian refugees in Moldova and expressing gratitude to Moldovan citizens for their hospitality and solidarity. This event highlights the importance of international unity and cross-sector collaboration, underscoring the critical role of humanitarian organizations in delivering lasting support to communities in need.

Commemoration of the Victims of the Holodomor

This event is dedicated to commemorating the victims of the Holodomor—a man-made famine imposed by the Soviet regime in Ukraine. Saint Nicholas Day

Saint Nicholas Day is a pre-Christmas tradition celebrated widely in Ukraine and Moldova, bringing communities together in the spirit of generosity and kindness. Every year, NCUM organizes a "St. Nicholas Action," aimed at supporting Ukrainian children in Moldova by providing them with gifts, care, and festive activities. This initiative reaches children in multiple cities and regions across the country, ensuring they feel remembered and valued during the New Year season, fostering a sense of joy and connection within the community.

Ukrainian Day in Moldova

UDM serves as a central platform for Moldova’s Ukrainian community, bringing together community members, government representatives, international partners, and civil society to foster connections, discuss priorities, strengthen solidarity, and celebrate Ukrainian culture. Since its establishment in 2021, UDM has created a dedicated space for dialogue, engagement, and building mutual understanding and cohesion within the community.

Vyshyvanka Day

Vyshyvanka Day is an annual celebration of cultural identity, symbolized by the traditional Ukrainian embroidered shirt, the vyshyvanka. The event gathers Ukrainians from across Moldova, Ukrainian refugees, and local residents, uniting them in appreciation of traditional attire and shared cultural heritage. Through this event, the Ukrainian and Moldovan communities come together to honor their connected histories and cultural bonds.

Ukrainian Film Days in Moldova

Ukrainian Film Days is an annual festival dedicated to showcasing Ukrainian culture and cinema. The event includes screenings of contemporary Ukrainian films, discussions with directors and actors, and workshops for aspiring filmmakers, fostering cultural exchange and strengthening ties between Moldova and Ukraine. By bringing people together through film and culture, the festival promotes understanding, empathy, and unity—key elements for building an inclusive society.

PROJECTS

Since 2021, the National Congress of Ukrainians of Moldova has implemented projects focused on humanitarian assistance, community development, and good governance. With over $3.2 million USD in funding, NCUM has supported both the Ukrainian refugee population and local Ukrainian communities across Moldova. Its work includes improving access to services, enabling civic participation, and supporting the legal and socio-economic inclusion of Ukrainian communities. NCUM also engages in policy dialogue and capacity-building activities to strengthen minority participation in decision-making processes. A key area of focus is advancing the role of national minorities, including Ukrainians, in Moldova’s European integration and reform agenda.
