Protection of local Ukrainians' rights through support for local public authorities

About

     Ethnic Ukrainians, living predominantly in the north of Moldova, are an integral part of the country's multi-ethnic society, being the second largest ethnic group after Moldovans (4.9% according to the 2024 census). Historically, Ukrainians have played a significant role in the development of the northern regions, contributing to the economy, culture and public life.

     In recent years, however, ethnic Ukrainians have faced a number of challenges similar to those experienced by Ukrainian refugees.  

     These include difficulties in preserving their native language and culture, limited access to education in the Ukrainian language, as well as socio-economic problems such as unemployment and migration of young people in search of better opportunities.

     These factors underscore the need to develop and implement programs aimed at supporting and integrating ethnic Ukrainians in Moldova, with a particular focus on preserving their cultural identity and improving their socio-economic situation.  

     A socio-economic study conducted by the NCUM in July 2024 in the places of compact settlement of Ukrainians recorded a significant gap in infrastructure development, access to education, medicine and income levels.

     These infrastructure deficiencies require special attention and investment to improve the living conditions of ethnic Ukrainians and other residents of the northern regions of Moldova. Addressing these problems is an important step towards social inclusion and improving the quality of life for all citizens of the country.

     In 2024, collaboration with local authorities took a significant step forward with the creation of the Council of Mayors, which brought together 17 mayors' offices representing 33 localities with a notable Ukrainian population (60000 inhabitants). This network of partnerships has enabled more effective project implementation, providing stable support and making services more accessible, especially in remote or low-income areas. Building on this foundation, NCUM's plans for 2025-2030 aim to expand these territorial initiatives so that all Ukrainian-populated areas in Moldova are included in support programs.

     These challenges underscore the need for further consolidation of efforts by all stakeholders to improve integration conditions, social protection and access to basic services for refugees from Ukraine, including at the legislative level.

     There are no quick and easy solutions here, so our strategy is to integrate Ukrainians into common national strategies and programs that are funded with the support of international partners.

Council of Mayors Established to Strengthen Ukrainian Communities in Northern Moldova

On 30 July 2024, the National Congress of Ukrainians of Moldova launched the “Council of Mayors,” uniting local leaders from 17 northern localities with compact Ukrainian communities. Despite comprising nearly 80% of the population in these areas, Ukrainians remain underrepresented in national development programs. The Council aims to implement joint socio-economic initiatives, enhance community well-being, and promote inclusion in national and EU-funded programs. The Declaration of Cooperation was signed with the support of the EU Delegation to Moldova, the Embassy of Ukraine, and the Agency for Interethnic Relations, marking a step toward greater local development and European integration.
