NATIONAL CONGRESS OF UKRAINIANS OF MOLDOVA
NCUM works in close collaboration with national authorities and international partners to identify and respond to the evolving needs of the Ukrainian community, while contributing to the development of inclusive and responsive public policies. Its core mandate includes the protection of minority rights, support for civic and social integration, promotion of the Ukrainian language and cultural heritage, and the strengthening of institutional frameworks for community representation. The organization plays an active role in national consultation processes and policy dialogue, particularly in the areas of refugee protection and minority inclusion. Through its action, NCUM facilitates access to essential services including as education, healthcare, employment, social assistance, and cultural continuity, ensuring no one is left behind.
NCUM is a national-level civil society organization established on May 6, 2021, with the mission to uphold the rights and represent the interests of the Ukrainian community in the Republic of Moldova. As an umbrella organization, NCUM brings together diverse stakeholders, including members of the Ukrainian minority, displaced persons from Ukraine, civil society actors, cultural institutions, community leaders, youth and women’s groups, and representatives of local public authorities. It serves as a platform for dialogue, coordination, and collective advocacy, promoting the meaningful participation of Ukrainians in the cultural, social, and public life of Moldova. NCUM has implemented a diverse portfolio of projects aimed at delivering direct humanitarian assistance, fostering community development, and safeguarding the rights of the Ukrainian community. With over USD 3.2 million in mobilized funding, NCUM has supported both Ukrainian and local communities across Moldova. Our interventions have enhanced access to essential services, strengthened local capacities, and promoted inclusive civic participation contributing meaningfully to Moldova’s refugee response, national development priorities, and EU integration agenda.
